As per qualifications, the organizers wish to set the following requirements to every nomination that will be submitted:
1. A nominee should be a natural-born resident of Angeles City, duly attested through a Certificate of Residency duly signed by the nominee’s respective Punong Barangay and attached as Attachment A in the nomination letter.
2. A nominee should not be younger than thirteen (13) years old and should not be more than twenty five (25) years old prior to December 31, 2009. A photocopy of the authenticated birth certificate should be attached as proof and should be marked Attachment B in the nomination letter. A nominee’s birth certificate should indicate that he/she was born in Angeles City (and not from any other place).
3. Any nomination (which would include the necessary forms and attachments) can be hand-carried or mailed to TOY AWARDS COMMITTEE, Liga ng mga Barangay Sa Pilipinas Angeles City Chapter, City Hall Compound, Barangay Pulung Maragul, Angeles City.
4. A letter of intent of nomination should be written by the person wishing to nominate anyone within the categories listed below. The nomination should include reasons and justifications for the said nomination.
5. Nomination form should be filled-out with the necessary information and should be attached as Attachment C in the nomination letter.
6. Nominations for the TOY Awards can be filed by any of the following individuals:
- school coordinator/administrator/principal/school president or equivalent of the mentioned positions;
- an instructor, a guidance counselor, a mentor, or equivalent of the mentioned positions;
- a Punong Barangay or any Barangay Kagawad (excluding the SK Chairperson acting as ex-officio member of Barangay council);
- a noted or existing non-government organization, with an existing office and members;
- any person that would meet the initial requirements and would wish to self-nominate oneself.
8. An essay about the nominee should also be provided and be attached as Attachment D in the nomination letter. The essay should not be more than one thousand (1000) words.
9. In order for a nomination to be valid, Attachment A to D should at least be attached in the nomination letter. Related materials and other information can also be attached (but should be properly labeled); materials such as videos, photos, and/or any materials that would further enhance the credibility of a nominee.
10. All materials submitted automatically become property of the TOY Awards Committee.
11. First to second degree relatives of the organizers are automatically disqualified for any nomination for TOY Awards.
12. Nominees found out to be non-resident of Angeles City for more than half of their lives (through a background check from the organizers) will be automatically disqualified likewise.
13. The decision of the board of judges and the organizing committee is final and irrevocable and that no correspondence pertaining to such shall be entertained.
14. The organizers reserves the right to modify, alter or amend the above stated rules and procedures or waive compliance therewith at their sole discretion, if such steps are in accordance with the purpose of the search and award scheme.
15. Photocopies of the original documents will be sufficient, such as in submitting certificates and related credentials.
16. Deadline for the submission of nominations will be on February 28, 2010.
17. The TOY Awards night will be on April 12, 2010
18. Ten Outstanding Youth (TOY) Awards for 2009 shall cover the following awards/categories:
- OUTSTANDING YOUTH EMPOWERMENT/INSPIRATION AWARD
- OUTSTANDING YOUTH IN SPORTS AND RECREATIONAL ACTIVITIES
- OUTSTANDING YOUTH IN LEADERSHIP
- OUTSTANDING YOUTH IN LITERATURE
- OUTSTANDING YOUTH IN ACADEMICS/ EDUCATION
- OUTSTANDING YOUTH IN THE ARTS AND CULTURE
- OUTSTANDING YOUTH IN SOCIAL AND CIVIC REFORMS
- OUTSTANDING YOUTH IN ECO-ENVIRONMENTAL PRESERVATION
- OUTSTANDING SANGGUNIANG KABATAAN
- OUTSTANDING YOUTH IN PUBLIC SERVICE

are the credentials to be submitted would only cover those under the year 2009? or one can include those years when the candidate ages from 13 years to 25 years old?

no. credentials on the previous years would be considered. what it limits would be the credentials 2010 onwards.
